Overseas voter registration is open for qualified Filipinos abroad.

Who Should Fix Their Voter Record Now
You should register as an overseas voter if you are a Filipino citizen based in Taiwan and will be at least 18 years old on Election Day in May 2028.
You must also not be disqualified by law.
This applies to Filipinos who plan to vote while abroad during the overseas voting period.
You may also need to update your record if you changed your name, address, passport details, or voting location.
If your voter record was deactivated because you missed past elections, you may need to apply for reactivation.
What Documents Should You Prepare?
Prepare your valid Philippine passport first.
This is the main document used to confirm your identity and citizenship.
Other documents may be needed depending on your case.
These may include a dual citizenship document, Seafarer’s Book, or supporting papers for name correction or change of details.
Bring original documents and clear copies when possible.

Start Online, But Finish in Person
You may begin the process through COMELEC iRehistro.
Fill out the Overseas Voting Form, also called OVF1.
After completing the form, save or print the version with the QR code.
This does not finish your registration.
It only makes your in-person processing faster.
You must still personally appear at MECO for verification and biometrics.
Bring your passport, QR-coded OVF1 form, and other needed documents.

Filipinos in Taiwan may check with MECO Taipei or MECO Kaohsiung for overseas voter registration services.

This is important because service hours may change.
