Expanded Services Offered by MECO to OFWs

The Manila Economic and Cultural Office (MECO) is a representative office of the Philippines in Taiwan. It is tasked to serve the needs and concerns of Filipinos and their families, who are living and working in this country.

Among the services provided by MECO are passport services, visa services, and Assistance to Nationals (ATN). Recently, the office has announced the expansion of its services, starting with the Document Facilitation Service (DFS) and the notarization of documents for the Waiver of Exclusion Ground (WEG).

MECO Expands Services for Filipinos in Taiwan

The Manila Economic and Cultural Office (MECO) has officially begun expanding its services for Filipinos in Taiwan. According to a Facebook post by MECO, it started offering the Document Facilitation Service (DFS) and the notarization of documents for the Waiver of Exclusion Ground (WEG) on September 18, 2025.

Document Facilitation Service (DFS)

The DFS is a service offered to Filipinos who need assistance in processing their documents at the National Bureau of Investigation (NBI) and the Philippine Statistics Authority (PSA). The service also includes the authentication of diplomas from Taiwan.

Based on the MECO Facebook page, here are the DFS fees for processing the following documents:

  • PSA Registry Document – TWD 1,000
  • Additional Copy of PSA Document – TWD 150
  • NBI Clearance – TWD 1,000
  • Authentication of Taiwan Diploma – TWD 2,500

NOTE: If you already have a family member or an authorized representative in the Philippines who can process the above documents on your behalf, you do not need to avail of the DFS.

Notarization of Affidavits for WEG

The Waiver of Exclusion Ground (WEG) is a document issued to children (below 15 years old) who will be traveling to the Philippines unaccompanied by a parent or legal guardian. This document is necessary for them to be admitted into the Philippines.

In the past, Taiwanese parents who applied for the WEG had to submit their Affidavit of Support and Guaranty to a Taiwan notary, then have it authenticated at the Bureau of Consular Affairs (BOCA). This time, however, they can have the affidavit notarized at MECO, without having to go through a Taiwan notary and BOCA. Likewise, MECO will also be the one to verify their household registry, ensuring a smooth, hassle-free WEG application in the Philippines.

The fees for notarization of affidavits for WEG application at MECO are as follows:

  • Notarization of Affidavit for Support and Guaranty – TWD 1,000
  • Verification of Household Registration – TWD 1,000
  • Expedited Processing – TWD 200

Important Reminders

MECO’s expanded services aim to provide additional guidance and assistance to those who are processing their documents. They are intended to help simplify and speed up the process, especially for those who are in a hurry and required expedited processing.

That being said, these expanded services are voluntary and not imposed on applicants. Filipinos and their families in Taiwan can still avail of the traditional process, depending on their preference.

Moreover, please note that the above rates or fees are reviewed regularly, and are subject to change from time to time. Payments shall be made in cash, using Taiwanese currency (TWD).
